This is a Request for Information (RFI)/Sources Sought for equipment installation at Food Service Dining (DFAC) Rheinland Inn on Ramstein Air Base (AB), Germany.



700 CONS at Kapaun Air Station, Germany is seeking feedback from companies/entities capable of providing equipment and associated installation for the Ramstein AB Rheinland Inn DFAC.


The Rheinland Inn DFAC on Ramstein AB Germany is currently undergoing renovations. When construction is complete, the acquisition and installation of cooking and serving equipment will be required. The purpose of this RFI/Sources Sought is to determine the interest and capability of vendors and seek feedback on the proposed Statement of Work (SOW). This effort is currently not funded, however (if funded) it is anticipated a RFQ will be released summer 2021, with projected contract award in August/September 2021 to allow for manufacturing and delivery of the needed equipment, with  installation expected to commence February 2022. These dates are all estimates and subject to change.

General Information:

This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.101 and FAR 10.001(a)(2)(ii). The Government is seeking industry’s input to determine the availability of qualified sources with the technical capability to fulfill the requirement for the equipment and installation at the Rheinland Inn DFAC on Ramstein AB, Germany. No contract awards will be made from this notice and no solicitation is currently available on the GPE or any other announcement avenue at this time. In order to develop a sound acquisition strategy, early industry participation is highly encouraged; however participation in this effort is strictly voluntary. All costs associated with responding to this RFQ will be sole at the interest party’s expense. The Government will not reimburse costs and will not be liable for any costs associated with responses to this RFQ. Respondents will not be notified of the responses to this notice. Responses to this notice are not considered offers or quotes and cannot be accepted by the government to for a binding contact.

All responses will be used in whole, or in part, for determining the most effective acquisition strategy for the DFAC equipment/install acquisition. Requested information will be used within the Air Force to facilitate decision making and will not be disclosed outside of the agency.

Response guidelines:

All responses to this RFI must be provided as an attachment in an e-mail message addressed to the points of contact (POCs) below. Responses must be received no later than 1400 (2:00pm) Central European Time (CET) Wednesday 3 February 2021. Only responses submitted via email will be accepted.

  1. Identification of any issues, roadblocks, and/or barriers to successful executing of this action
  2. Feedback on the draft Statement of Work
  3. Feedback on if you anticipate utilizing subcontractors or teaming arrangements
  4. What countries the equipment is expected to be manufactured in
  5. Comments or questions regarding any ambiguities or needed clarifications on the draft Statement of work
  6. Obtain vendor feedback on any other pre-existing contracts that might meet this need
  7. Obtain vendor recommendations for contract structure, standard commercial terms and conditions, and payment arrangements
