THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
In accordance with statutory authority 41 U.S.C. 1901(e)(2) and as implemented by FAR 13.501(a), Military Sealift Command (MSC) intends to award a firm-fixed-price contract on a sole source basis to Wartsila Defense, Inc., (Wartsila) the Original Equipment Manufacturer (OEM). Per attached class Justification & Approval (J&A), Wartsila is the only authorized manufacturer and distributor of the WLD 1400SR Water Jet Propulsion System onboard the Expeditionary Fast Transport (T-EPF) class of MSC vessels.

This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. As part of the written response, a respondent must be able to prove to the Government how it intends to provide the above material. Oral communications are not acceptable in response to this notice. Interested parties with the capability of meeting the proposed requirements are requested to provide an email the primary POC identified in this notice no later than 2:00 PM EST on April 9, 2021, expressing interest and outlining its ability to provide the required material.
Responses received will be evaluated solely for the purpose of determining whether or not to conduct this procurement on the open market. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
