INTRODUCTION:

This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services.

The MCI-NCR RCO is seeking information for potential sources for support services to be provided by the Contractor for marketing direct mail services (annual data license for unlimited access to school music program lists, to include direct mail, email deployable by United States Marine Corps Band (USMB) internal system) as outlined in the draft Statement of Work (SoW) below. This is a follow-on effort for contract M00264-15-P-0214, awarded to MTD Marketing, Inc.

Brief description of the current program/effort:

Anticipated Timeframe: Approximately July / August 2020

REQUIRED CAPABILITIES (DRAFT STATEMENT OF WORK):

1. BACKGROUND

The Marine Band Office of Communication is charged with disseminating information about the U.S. Marine Band, its performances, and its activities.

1.1.   SCOPE

School band directors and instrumental teachers are a main target audience for promoting tour concert sponsorship, tour concert dates, concerto competition applicants, recruiting, educational recordings, and Music in the Schools program. One direct e-mail or mail piece can yield thousands of requests for each of these programs. The purpose of this program is to enhance the band’s recruiting potential by increasing awareness of the band’s history and mission, and to enhance the public affairs and community relations programs of the Marine Corps.

2. TASKS

Marketing Direct Mail Services: Annual data license, to be billed as monthly membership, include the following:

  1. Unlimited annual access to school music programs list: high school, middle school and elementary school. Includes direct mail, email deployable by USMB, phone, criteria selection data, and inclusion in USMB internal system. This will yield access to approximately 46,761 contacts.
  2. E-mail campaign that will yield access to approximately 28,612 contacts.
  3. Quarterly data processing.

Unlimited use and data license to include unlimited use of the direct mail lists, email addresses, and phone numbers for all school, teacher, and program data. This shall also include data refreshes, quarterly. Data shall also include school data fields, to include but not limited to, school grade span, school size, wealth of community, and district expenditure per pupil) for the selected schools. In addition, shall include data on selected teachers and directors of such programs they lead/manage.

This will include USMB to be permitted to deploy emails in-house. This shall also include the option for the contractor to deploy emails.

USMB will import the list into USMB email platform. USMC shall be given permission to input contractor data into in-house CRM systems. USMB shall agree to remove such data upon end of resulting contract performance period. USMB shall also agree to not share such data.

The Government requires a 12-month base period with provisions for four 12-month option periods, to be exercised at the discretion of the Government, in accordance with FAR 52.217-9 “Option to Extend the Term of the Contract”.

SPECIAL REQUIREMENTS

The contractor shall ensure adherence to personnel security requirements in accordance with DoD 5200.2, DoD Personnel Security Program, DoD 5200.1-r, DoD Personnel Security Program, and DoD 5200.1R, DoD Information Security Program Regulation.

SOURCES SOUGHT:

Interested sources are encouraged to recommend North American Industry Classification System Code (NAICS) for this requirement.

To assist RCO-NCR in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein.  This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies.  You should provide information on how you would envision your company’s areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.  Responses must demonstrate the company’s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).

SUBMISSION DETAILS:

Responses must include:

  1. Business name and address;
  2. Name of company representative and their business title;
  3. Type of Business;
  4. Cage Code;
  5. Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle.  (This information is for market research only and does not preclude your company from responding to this notice.)

Vendors who wish to respond to this sources sought should send responses via email NLT 1:00 PM Eastern Daylight Savings Time (EDT), July 13, 2020 to Monica Curley at [email protected].  Interested vendors should submit a brief capabilities statement package (no more than ten (15) pages) demonstrating ability to perform the services listed in the Required Capabilities paragraph above.

Note: Generic capability statements submitted may not demonstrate ability to meet the specific requirements outlined in this sources sought announcement and as a result, we may not be able to deem your firm as demonstrating specific capabilities. If the Government does not identify that two or more small businesses demonstrated capability, then we will lack evidence of a reasonable expectation of receiving quotes from two or more qualified and responsive small businesses, which would likely result to dissolving the set-aside. It is important for capability statements to demonstrate relevant capability to the specific requirement. Generic capability statements and “fluff” will not assist the Government in identifying potential sources.

Proprietary information and trade secrets, if any, must be clearly marked on all materials.  All information received that is marked Proprietary will be handled accordingly.  Please be advised that all submissions become Government property and will not be returned.  All government and contractor personal reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.  The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
