The result of this market research will contribute to determining the method of procurement. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.

- Provide services consistent in scope and scale with those described in this notice and otherwise anticipated;
- Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements;
- Implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and
Provide services under a performance-based service acquisition contract.
This requirement will be procured through full and open competition, and a single award may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

APPENDIX 1: Purpose and Objective
The following information applicable to this synopsis is outlined below:
Title: Facilities Maintenance Services for The Appraisers Building and U.S. Customs House, San Francisco, CA.
Requirement: This notice is issued by U.S. General Services Administration (GSA), Region 9, Public Building Service, Acquisition Management Division, San Francisco CA 94102 to identify sources capable of performing the work required in the facilities maintenance services Performance-Based Statement of Work (PBSOW).
The offeror must be capable of performing work under the NAICS Classification 561210 (Facilities Support Services) and size standard is $41.5 million. This notice in no way obligates the Government to any further action.
Performance Period: The period of performance is anticipated to be from 03/01/2022 thru 02/28/2027 for one base year and four (4) 12-month option periods. (Subject to change at the discretion of the Government)
Scope of Work:
This is a Performance Based Service Contract which focuses on the needs of the customer rather than on how the contractor meets those needs. The success of the contract depends on the satisfaction of the requirements, but also the satisfaction of our shared customer through a partnering effort between the CO or his/her designee and the contractor, rather than a mere list of activities, this is a written expression of the GSA’s expectation of the service to be performed by the contractor. A higher level of effective communication between the Government and contractor is essential for partnering and performance-based service contracting to succeed. The success of this contract is shared between the Government and the contractor.
More emphasis is placed on the contractor’s internal self-management of quality; not the usual external inspection by Government Inspectors, although that is a part of this contract as well. All parties should act proactively to reduce service cost; therein providing an incentive for the contractor.
